PCR library is situated amid trees and a nearby stream at Pavalgarh, is as much a heaven for nature lovers as book lovers. This library helps for access to information about the Pavalgarh Conservation Reserve, wildlife & forest around us. This also ensures an authentic record of knowledge created and accumulated by past generations..
Nature guide is compulsory with every vehicle.- Visitors are advised to wear clothes of colours which merge with the natural surroundings. (Khaki, olive green or other dull colours)
- Visitors shall maintain a minimum distance of more than 20 meter from all wild animals, minimum distance between vehicles, while spotting wild animal shall be maintained at 50 meters. Vehicles shall not monopolize a wildlife sighting for more than 5 (five) minutes.
- Authorities may cancel the permit for good and sufficient reasons. The decision of divisional forest officer, Tarai West Ramnagar Forest Division would be final in this regard.
- The Phanto Eco-tourism zone is a one way route with two possible entry points.

Carrying of fire arms of any kind is not permitted.- Walking, trekking or geting down of the vehicle, other than the forest campus or designated places is strictly prohibited.
- Driving beyond prescribed timings is prohibited.
- Blowing of horns and driving beyond the speed limit is prohibited.
- Visitors are prohibited from taking vehicles off the designated routes.
- Cooking is strictly prohibited.
- Drinking or carrying liquor is strictly prohibited. Checking of vehicle for arms, liquor can be done while issuing the permit or at the entry gates.
- Use of Polythene-bags is strictly prohibited. Visitors are required to carry a non-polythene litter bag with them and use it to bring back all their litter, whether biodegradable or non- biodegradable (tin-cans, plastic, glass bottles, metal foils etc.) outside the zone .
- Smoking in public places and lightning of any kind of fire is prohibited.
- Playing of radio and other sound producing devices is prohibited.
- Entry into the restricted zone is prohibited.
- Hunting, shouting, teasing or luring, cording or chasing animals, using extra and powerful light in night, feeding or causing damage to plant or animal life or their habitat and any such attempts to do so is prohibited and punishable offence with severe penalties.
- Visitors should ensure that there is no violation of Wildlife (Protection) Act, 1972, Indian Forest Act, 1927 and Biodiversity Act, 2002.
- Entry without a permit is prohibited. Visit of the tourists will be at their own risk, the authorities shall not be responsible for any damages caused by wildlife or any other mean during the visit.
- Permit is non transferable.
- Consumption and carrying of non-vegetarian food is prohibited.
- Visitors are not allowed to carry and use any kind of intoxicants, alcoholic beverages, drugs and other narcoties etc.
- Pets are not allowed.
